he lives with his mom in an apartment - i assume its possible his father or another family member has a residence in WI over the state line where the gun was housed.

Remember. The Twin cities have a state line drawn right down the middle. Half the people who live there probably cross that line going to work every day. Kyle was part of a Twin Cities militia call that was put out for assistance. He wasn't there alone. He also lives only about 20 minutes from where the incident happened. It's not like he travelled all the way across the state. This place was very local to him. It's also not like the people he met there could not have provided him with his equipment.
