Larry Elder has said repeatedly that even if there was a racism vaccine (he called it the same thing), how would that fix black fatherlessness, high school dropouts, and unemployment?

Those are the true sources of "systemic poverty" but its telling that the left has no plan for fixing that. They just make those issues worse.
