Isn't it standard procedure to handcuff someone to a bed if they’re a suspect to a crime? I heard about the Jacob Blake thing and he’s not really innocent.

The warrant has basically been served.He's not going anywhere for a while.
He’s also paralyzed, realistically not a flight risk, the cuffs would serve no purpose and only inflame situation
he should be handcuffed to Satan.
