He wasn't in Illinois and they can't stop rifles from traveling out of the state either. Interstate regulations are all controlled by the Federal government. No such law about rifles exists. If it did it would be unconstitutional. The only law that applies here is Wisconsin law and Federal law.

There is some legality with Illinois FYI. When I travel with my AR-15, I make a point to avoid IL for that reason.
