And I would get on the phone and call the cops, who eventually would come take care of it, so I didn't have to.
But here what recourse do these people have? Get no sleep all night? Call the cops and have nothing happen? They could be raped and shot by these lunatics and the cops still wouldn't do anything.
The way I see it is there are only two options left. A.) Trump sends in the military to restore law and order. B.) Citizens grab their guns and start taking out the mob themselves.

Well in my city you can, because the ordinance forbids you from making excessive noise that leaves your property line. So if you can hear your neighbor from your property, you can call the cops on them at any time of day.

In my city there is an exception made for any activity considered necessary for normal life. So lawnmowers, construction crews, garbage trucks, etc... all get a free pass on noise as long as it's kept within certain hours.
I learned real quick in college to never, ever rent an apartment that's a wooden building. It only took 12 months of listening to the fat lardass upstairs creak, creak, creak to his bathroom FLUUUUSH eleven times every night for me to figure this out.
After that I only rented concrete/brick buildings, with cement balconies upstairs so I knew the whole floors were solid.
Well, legally correct and morally correct are not the same thing.

Where i live there was an asshole with subwoofers that cost more than his car, that would play rap loud enough to shake an entire street of single family homes.

Only thing I can recommend is your own noise. It’s a shitty solution but I’ve ‘trained’ myself to be unable to sleep in a quiet room, there’s always some zen music, an audio book or youtube / dlive on in the background. By focusing on your own noise you stop hearing others as much and in time you do fall asleep no matter what is going on. Give it a try, it takes a while but now the minute my book starts I’m asleep. Only downside is I can’t listen whilst I drive!! I hope you find a solution, neighbours suck.

As a younger man when my wife and I were starting out in life after college we lived in dense urban places and learned how painful it is to have people living above you... and on the other side of a thin wall from you.. and below you and across the hall from you. Every day there were 100 cars slowly driving down the road outside our apartment booming bass so loud it rattled our apartment, I used to close my eyes hard and fantasize shooting them with a high powered rifle every day and smile. It was hell.
