I would never advocate for violence but... I would point out that all buildings have roof access. Any one of those hundreds of residents could probably sneak out onto the roof with a bucket of ...water. Let's say water.
Throwing a bucket of... water from the roof of that building would likely cover most of the crowd below. You probably wouldn't even know who did it. Even if there was a security camera or something, it's not like everyone isn't wearing masks these days.
I don't know, it just seems like pissing off a building full of people could turn badly really quick if just one of them has an anger management issues and access to a large quantity of small objects that could be tossed onto the terrorists gathered below.
In case any of the residents read this, do be aware that both feces and urine contain your DNA, so use someone else's. There must be plenty of shit on the streets of Portland to pick up.
