There's definitely grounds for a full investigation. The charges came too quickly though. Bad thing about prosecutors is once charges are brought they're unlikely to dismiss. That would be admitting they were wrong which prosecutors and police have a hard time doing.
It will be dismissed and the sueing will ensue.

You can sue the DA for malicious prosecution. There is no case whatsoever.

No, but a minor can sue an adult.
Oh yeah. The parent's will do it on the minor's behalf. That happened with my cousin years ago.
