I think this is the main reason nothing is being done. Even if a lawyer did take the case what are the chances the a court would actually hold up the ADA in these circumstances.
The unfortunate truth is that they probably wouldn't, and even those groups who usually fight for the the rights of the disabled would do nothing to help.

Collin County in Texas dropped their active cases from 4600+ to under 1000 and yet everyone in DFW is still walking around with masks on.
