Doesn't look like the skateboarder was shot to me. Looks like words were exchange and he was walking towards the shooter. No appearance of a threat from the cameras angle.. No one should be out there alone and unarmed. Travel in groups, arm yourselves, and stay safe.

Shooter (if they are correct) is dressed in a very distinct outfit - white socks with black sandals, and a bright white shirt, among other things, that make him stand out. Now that we have better pictures, should be easy to find in footage of him from the night. Scroll through the whole twitter thread, lots of good videos and pics being posted.
