No I think the skateboarder was in dark shorts, the victim was in khaki shorts. Dark shorts grabs the skateboard back off the ground and skedaddles about midway through the video.

I agree. Its so hard to see the victim and shooter before the shooting. Skateboard guy didn't seem to have anything to do with it and is the the foreground of the video.
