Now that we have better pictures, should be easy to find in footage of him from the night. Scroll through the whole twitter thread, lots of good videos and pics being posted.

The dead man was walking down the street when the shooter came around the corner on the skateboard and fired.

You're right. The skateboard guy comes around the corner at about the same time.
And I can't tell what color the shooter is. Not much skin showing.
The jacket or backpack, along with the white tube socks, are the best identifiers right now.

It is a white dude. They found him in other video. I thought it was black guy at first too, but the new pics say otherwise.
