And if the National Guard is brought in to restore order, they have their own intel people with access to a lot of data possibly straddling .mil and .civ sources - don't know, only speculating. They did have a drone up during some of the riots.

Might be like the Navy ships that go out on counter-narcotics patrols. They cannot stop/search/arrest under the Navy pennant. So, they have a USCG contingent onboard and when they want to detain a ship, they switch from Navy pennant to Coast Guard pennant. Magically they get law enforcement powers backed by Navy personnel and armament.
