Yeah you should be fine at an outdoor range. I have tinnitus and I use the classic foam ear plugs and then a set of those electronic noise cancelling headphones that allow you to hear people talking while muffling gunshots. No issue at all for me.
If you don't have one already, get a suppressor. I too, have pretty severe tinnitus. Suppressor plus ear pro and you shouldn't have any problems at all.
