Completes are scarce, but lowers are in stock and that's the regulated part that you won't be able to purchase after a ban. Also, if money is an issue the lower is only a small fraction of the complete. I'd buy 2-3 lowers before I built a complete at this time if I didn't already own a bunch. Ammo is also a huge issue for newcomers, I'm still firing off ammo from 10 years ago.
