I luckily visited San Fran back in 2004-2005. You could still enjoy the Wharf and the homeless armies were contained to certain areas that were easily noticeable and avoidable even to a tourist like me.

I feel like I got to see it just in time. Too bad, such a beautiful area completely overrun with retards and degens.

Maybe the author of the article could have been a little more clear because I can’t tell if the leased land is now a homeless shelter or the whole city.
