OK so I am in the UK and it might be different but here masks are also mandated in shops. I have had pretty good results just walking in and saying "I don't have a mask". No apology, no explanation, just the statement. Every single time it has been "Yeah mate, it's fine, go on in."
I do suffer from mild claustrophobia and find wearing a mask highly unpleasant so have been planning to use that as an excuse, but it has literally never come to that.
