Agents were complaining that after oral briefings, Stiff and company were twisting the words and leaking to the press. They were finding themselves being criticized for saying things that they didn’t actually say, and did not want to participate in the oral briefings because it was bad for their career and continued employment.

So now the briefings are in written form so that Schiff can’t twist the meanings from his “recollections.”
