He most certainly did not, but the problem is, the police have the power. He was already restrained. What exactly was the cop doing kneeling on the neck? And lets just say it was "accepted procedure", what was he expecting to do? They had him restraints...anyway, I don't know man, but the idea of a government agent kneeling on the neck of an American citizen...just doesn't sit well with me.
