He subconsciously pauses his camera directly on the shooter at the corner because he knows him, then turns it away as he walks past on the phone, then for no stated reason at all he immediately turns to follow the shooter. He makes obvious attempts at diversion then returns to capture the shooting right on time.
Upon witnessing the shooting he is completely unsurprised or concerned for the victim.

It looks consistent with what the camera man says about mace in the air. He may be rubbing over his eyelids because they are stinging from mace. You can clearly see plumes of mace before the shots.
