PSA: Subdivisions in outlying areas should be ready to source the following equipment in order to assure sanitary conditions following any civil disturbance: Dump or flatbed trucks, back-hoes, front loader equipped tractors or skid-loaders, hydrant wrenches and suitable hoses. A list of Public land available to bury refuse will be made available shortly.
Those won't do too much good after a day or two. If the civil disturbance is that bad there's not going to be someone making sure that there's enough water to maintain pressure especially as far enough out as you would have to be to need a tractor with a front loader on it.

Not sure if I follow, water trucks would work I suppose, you just don't want that stuff sitting on the concrete too long, leaves a stain.
