The Obama Effect, however, was more global and pervasive in that it handicapped the US Military (via rules of engagement and other adverse policies), and thus the World Stability and World Peace. This then led to the spread of terrorism, the emboldening of terrorist nation-states (like Iran and North Korea), and the invasion of Crimea by Russia.
