Those won't do too much good after a day or two. If the civil disturbance is that bad there's not going to be someone making sure that there's enough water to maintain pressure especially as far enough out as you would have to be to need a tractor with a front loader on it.

Not sure if I follow, water trucks would work I suppose, you just don't want that stuff sitting on the concrete too long, leaves a stain.
