We're notorious for just sucking at foreign languages in general so, this combined with the fact there aren't that many of us to begin with, it stands to reason you're going to see fewer of us than say Swedes or Dutchmen - or other nations known to do comparatively much better in English.
It's not even a matter of chauvinism, our education system is just atrocious when it comes to foreign languages. I speak a few other languages myself but I'm almost entirely self-taught. This is only beginning to change, with the newer generations faring somewhat better due to their growing up with the Internet, and being immersed in Anglo-Saxon pop culture in general.
