I suspect there are multiple entities funding the riots across the country. I think felons are just a very easy pool of people to dip into for resources as they are usually desperate for money (which, personally, I do think is shitty and we could certainly do more for ex-convicts to prevent them from returning to a life of crime). China is certainly funding riots, Russia is certainly funding riots, beyond that, I'm sure even our allies are funding groups within our borders.
