The law needs to be that all absentee/mail-in votes must be counted and certified prior to election day. Any counts after election day are nullified.

Exactly. The ballots go out one to two weeks in advance, and there is plenty of time to have them submitted. The counts do not get announced on a rolling basis - they come out on election day when the polls close. After that, anything else that arrives is void.

100%. If the results change after election day it's guaranteed fraud and we should respond as such if they try and change it.
