It needs to be constitutionally mandatory that all ballots are received, counted and reported at the exact same time. Any supplementary checks done after the fact should be done with only ballots previously recorded and counted prior to close. All election areas are to be given the rules, means and man power to make this happen. Any that cannot meet these terms will be disqualified and they can answer to their voting populace.
