If it were me, I would find the places ripe for fraud and have undercover law enforcement volunteer as poll workers in those places. Find the people doing the fraud, catch them on video red handed, send them to jail. Make a deal, have them rat out others, and arrest the next batch and so on.
Then use these clear cases of fraud caught on camera to push for legislation that safeguards future elections. People need to SEE it with their own eyes (like Floyd) to believe it is happening.
