Riots like this are nearly 100% foreseeable and could have been mitigated with the resources they had on hand to prevebt incurring such destruction and associated cost. But I am a pragmatic person and fair person. I say give them the $30M. $2M for their building losses, $28M goes to Kyle; no exceptions. If it wasn't for him, the damages would have amounted to much more.
