Looks juuuust enough different to where you can tell they're not, but a lot of unobservant or dumb people won't pick up on the difference. Kinda like a security guard/mall cop thing.
This is called "conditioning." Get everyone used to obeying illegitimate authority and you can get away with murder. Fight it at every turn, give no quarter!
