The thing is, we know for certain these people have NO intention of backing down. Ever. They run headlong at moving cars and chase people with guns who've proved they're willing to shoot, if necessary (Kyle) and they still don't back down.
In other words, they're batshit insane and if they aren't all rolled up and sent to Gitmo soon -- like tomorrow -- there's no other way but war on our own soil.
