Race war wouldn't accomplish anything anyway. It's culture not race that's the problem here.

Best course of action would be to storm city, state capitals, take the legislature, establish yourself as the new authority, and from the top down reinstitute law and order, and remove poisonous individuals in key positions like DAs, education heads, dept heads, etc.
