"Mini-strokes" are a real phenomenon (Transient Ischemic Attack, or TIA). They can be mild, or severe. It's speculated that Lee suffered a series of mini strokes leading into the Gettysburg campaign, accounting for his suddenly erratic and poor decision making.
That said, if they say Trump had a TIA, what it actually means is that Biden had a TIA and they're trying to get in front of it.
If they'd just come out and say Biden has had a couple of TIA's during some of his more memorable speaking engagements, maybe everyone would back off the Alzheimer's allegations a little. But not completely.
