Australia has a 'Biosecurity Act' that states that if someone is deemed a threat to public health they can be forcefully vaccinated. Given that they have declared a state of emergency, they already have the means to do what they want.

Yep. They have a really bad variant of the slave mentality - I call it the convict mentality. Because Australia was a prison island, a lot of the culture revolves around "Shut up and do as the warden says or you'll end up in solitary".
