Close. You'd subtract 7 from the minor's age before multiplying by 2. Or divide the older person's age by 2 then add 7. In your calculations a 23 year old would be OK to have sex with a 15 year old. That's not OK. Instead a 23 year old could go as low as 18.5 years. I think that works pretty damn well. A flat 10 years is insane.
