Ikea employee here, this never happened while the stores were open. The store were closed due to the covid shutdowns as were religious sites. Someone decided the move into an ikea parking lot for space and ikea didn't mind since they were closed and it was good pr. Trust me ,if there's a dollar to be made they would throw those people out on there ass in a hot minute.
