SALT was the most 4D move of them all. Dems can't understand indirect causes, especially if they take 3 or so years to show full affect. So, even though Cuomo will be partially right on blaming SALT, his constituents won't understand him.

(And SALT was just a way for some states to get their hands in the federal coffers. Makes sense to kick them out.)
