The thing is no normal person ever wants to move to blue states. But what about New Mexico? Lots of beautiful land and small population, so it would be easy to flip. It was red as recently as 2004.
No, but they might be red voters looking to flee other blue states. For example a Californian fed up with California decides to move to New Mexico and votes red there.
I don't see it as a project or anything but it could happen.
