Victoria is basically the snotty liberal part of Australia, where all the "smart, cultured" people live. Think the Northeastern US.

Victoria has been infiltrated by China to a ridiculous degree, having been the only area of Australia that signed on to China's Belt and Road Initiative.

The rest of Australia is perfectly normal right now.
