There will come a day when the ruling elite simply decide to drop nuclear bombs on the ignorant sheep.
I don't mean metaphorically or spiritually or esoterically - I mean an actual atom-splitting warhead whose sole purpose is to turn an entire civilization into a parking lot.
First, you give up your guns. Then, you give up your right to protest. Then, you get injected with whatever they want to put in you. If you try to run, they know where you are so they find you. After a while of this fishing-in-a-barrel tactic, the ruling elite get bored.
They drop a nuke on everyone. The world is their oasis and nobody did anything to try to stop them because they pitted the police and politicians against the citizens, and when the friction reached a breaking point, they kill everyone and re-write history to say they were the ones who actually SAVED everyone.
They will become gods of the future.

I take it you never played any of the Fallout games? The elite are basically Vault-Tec at this point, and like Vault-Tec they'll be the ones to drop the bombs.
Why would they be dead?
Think about the logic of your argument in the context of coronavirus. It's impossible for anybody to have created the coronavirus because, well, then they would catch it themselves too, right? And who would want to release something to the rest of the world that they could catch?
It's less about the number of nukes and more about their placement.
Concentrate as many individuals as you can in the smallest surface area that you can, and a single nuke will take care of millions of people.
It's easier to kill people when you stuff thousands inside 40-story towers than it is to hit the rural farmers that have plenty of acreage between them and their closest neighbors.
I think Hiroshima and Nagasaki were an appetizer for what the ruling elite really want to do. As fucked up as it sounds, I would bet money that's the case.
