Summery is that it allows any adult who's had sex with a minor as young as 15 to be given to the judges discretion weather or not they go on the "sex offender" list. They acknowledge that even though this is breaking the law... (ie, sex with a minor) it's important to apply the same standards to homosexuals that were applied to those who were engaging in (traditional)vaginal sex.
