As bad as it sounds, Congresscritters don't need security clearances. Getting elected is the sole criteria. Congressional staffers that have access to classified information must have a security clearance, and all appointed positions (including Secretary of State) require a clearance, if it's needed.
Peelousy is one of the "Gang of 8", and therefore has access to the most sensitive information. But, the law only requires a briefing about classified operations within a certain time of the inception, and the Trump administration has correctly withheld prior notification in at least one instance, to avoid leaks.
However, Congresscritters can still be prosecuted for leaking classified information. But, it's a difficult prosecution because they must prove the leak was damaging to US interests. If you have signed the NDA required for a security clearance, you can be prosecuted for simply violating the NDA -- no further proof is required.
What pisses me off the most us she can say this lame excuse bullshit to the media and nobody pushes back. If Trump was saying this a dozen reporters would be screaming questions before he finished his sentence.
