I live in MN, we needed the show of force and it took way too long (Minneapolis was left to burn for days). As soon as it was actually applied, the rioting/looting/burning pretty much immediately stopped for the most part. Portland could learn a thing or two, just proof that it actually works and the mayor is just being a POS.
I think they might've gotten off the list for the same reason Minneapolis did, accepting federal assistance in restoring order (in Chicago's case, Operation Legend).

They can't sustain large numbers in multiple cities, there aren't that many of them. Same thing happened with occupy - that was supposed to spread to all states, but they all ran to NYC for the party.
For STL, Missouri has a Republican governor. He would order the National guard pretty quick and put an end to riots. STL riots lasted like 3 days because police were allowed to do their job.
