I'm at the point where my hypothesis is as follows:
Old school media (television), social media, art (music, books, etc), parents, and education (schools) dictate what behavior is acceptable or favorable. They are the gatekeepers or influencers of what is acceptable and furthermore what is "cool" or desirable.
We see what "black culture" is in the past several decades. It has been getting progressively worse since 1970 and accelerated getting worsen in the 1990s.
Per FBI statistics and what you've seen this year alone, if you were to put what comprises "black culture" into a cardboard box you would find:
Money, bitches, drugs, guns, thug life, gang life, tribalism, victim mentality, anti-intellectualism (e.g.: in school 'yo why you talkin white lol uncle tom ass nigga! Why you reading books fool?'), the phenomenon of "snitches get stitches", wypipo evil, apathy towards religion unless it it pseudo-African hocus pocus like Kwanza and such (sometimes intersects with Islam), general lack of responsibility (fathers running away, no concept of consequences for actions), no remorse for innocent victims that get caught up in this mess, general concept that the government should take care of all of your problems (modern day serfdom), anti-authority (whitey, the parents, the police, etc), and it goes on and on.
Logical conclusion is to improve the gatekeepers/influencers or change them for more positive outcomes, or put another way, if the influencers are negative, to cut them out like a cancer.
That is the only way I see "urban culture" and "black culture" getting any better.
You can put your mumble rappers or even the best rappers of our time (Tupac, Nas, etc...) against one singular "white" or european cultural music artist (J.S. Bach is a good pick) and it doesn't even compare. There is no such thing as black culture, unless you mean all the behaviors that entail delving into degeneracy.
The problem with your theory and blaming the influencers is that black societies anywhere in the world are degenerate and can't seem to progress. Warring tribes with no tv, social media or schools have been cannibals skinning each other alive and selling each other into slavery for thousands of years, unchanged. For some reason, no matter where in the world they are, and what point in time that you examine, the black race has never progressed without colonization of other races.
You can't possibly expect classical music and the cosby show on every channel to make a difference that thousands of years of evolution couldn't conquer?

But you might be right. We have seen exceptions here in the US and Western world but... nobody cares for basic decency or self-respect anymore it seems. Especially Western "black culture".
