At 5:44 (timestamp in your video) you can here the black megaphone man announce they were about to a scene and if ".. ya'll ain't got nothing to do..." Essentially telling the corner where to follow them to. Then the cameraman turns to left and the stump town cameraman nods and they both shortly go down there in tandem. That's how the cameramen both knew because the megaphone guy announce something was about to go down. Stump town probably has perfect audio of it but he's isn't putting it out.

Meaning that they were just ordinary people looking for a moment, or they were both in on it? The timing and framing seemed super weird, and the 5 minutes before the action comment was timed bad

Because they're live streamers, they probably have a feel for who are the movers and shakers on the block. You can see the cameraman pan over a 6:25 and look at the cars on the right side of the street. Megaphone mans car is sitting in between the other two and 20-30 seconds earlier after he made his announcement that they're leaving, you can see him walk that direction.

That's why I think he said at 7:59 he was scared because megaphone man is a massive instigator and he was driving with purpose.

I don't think they're "in on it" but I do think they're on their side vs neutral so they're not going to help out too much. Stumptowns video aren't big chunks of video but just little bits which is weird to keep so much back.
