You're right--military are not allowed to have beards. Some police depts do allow beards now, but I believe special ops teams get a lot more freedom. Sometimes they need to fit in, sometimes depending on what weapon, pecking order, etc they get to have beards. Some police depts are allowing them to recruit younger blood.

Military wise, only speciality units have these and they typically have far more relaxed hair and beard standards, especially in theatre.

Sheiks can have beards in the Army now and many SF units allow them for people to blend in better with their host environments.
