Once dissolved, it can be tossed back by the tail.

I doubt anyones instant reaction to having a giant yellow dildo with a tail fin stuck to them is to pull out the acetone lol, instant reaction will be like "HOLY FUCK I GOT HIT WITH A MORTAR" as they quickly rip it off their body.

I totally agree the sticky bit is pointless. The idea of CS is that it forms a cloud. It's not for individual targets it's designed to disperse crowds.

It would still form a cloud even if it blasted one individual in the face. The whole idea is to make it harder for them to just toss back.
Good point. You could put a 9v battery and a couple of capacitors in series and anyone who touched it would get 1000-50,0000 volt shock.
Basically make it a tazer or like a mega ohm meter.
