They don't have too. The homeless situation is so out of control here. There are literally dozens of encampments all over the city just like this and way larger, the city provides the porta-potties and washing stations to keep them from just shitting on the ground like they were before. It's a hygiene band-aid on a situation they don't want to handle because it's incredibly politically charged like everything else in Portland...Any opposition to 'just let them do all the drugs they want, steal what they want and live how they want' gets you immediately branded a literal hitler-nazi-bigot who wants to murder oppressed people.
Homeless can set up wherever they wish. Police got tired of fighting with em. I live in Eugene, last time I went to Arbys I drove past at least 3 homeless camps sprawling half a block with, maybe, 15-20 people per camp? And that's the outskirts of the city.

Except, they never woke up and figured out if we keep giving these people money, we will turn our town in to a homeless mecca. So.. they just keep giving more and more..
But seeing all the BLM signs and the boarded up store fronts with signs that say “WE STILL SUPPORT BLM!!” Was just pathetic. I saw three black people in a week there: Two homeless dudes and I looked in a mirror at least twice a day.

This is happening in every neighborhood of Minneapolis now. The city opened up city parks to be used as encampments and now neighborhoods are overrun with these people, many of whom are violent and deranged.
wait a minute. Is it possible that officials in the local\state\federal government are working against the American people? Is it possible that the justice dept and alphabet agencies are only concerned with self survival and their pet projects? Is it possible that the American people are expendable? Are anarchist and communists taking advantage of the power vacuum left over from the justice dept apathy\complicity and terrorizng the American people?
I think it's worse than that. The tents are probably a part of Portland's program to provide a home for every homeless person in the city initiative. A couple years back the Mayor (I think) decided that tax payer funds would be used to refurbish vacant homes for the cities homeless population. Obviously they got mobbed by every out of state homeless person that heard of it and supply couldn't keep up with demand. Up popped the tent cities.
What I'm getting at is that the uniformity of the tents makes me believe that the Portland government is actually providing housing for the organized terrorists who have held the city captive for nearly 100 days. Your tax dollars being used against you and your leadership telling you the problem doesn't exist.
I don't know much else about the program or how much support they provide along with the shelter. Do they supply food and water? Are those port-a-pottys supplied by the state? Is the privacy wall? Waste management? Are they providing electricity?
I wonder if this is what they have on Ted Wheeler. Is he so worried and unwilling to put an end to the unrest fearing that if he does ANTIFA will make it well known who made their stay possible. And especially who's money was being used to do so.

When I went to Eugene, I was blown away by how people were set up in the parking lot at the Target.
