Don't shred it. Hold on to it and any other ballots that are delivered to your address. If someone should knock on your door asking to pick up a ballot, tell them to hold on while you go and grab it and come back with your phone camera recording you asking for their name, group, association, etc. Post it everywhere.
Seeing how my post office still has a few thousand $$$ in packages they claim they delivered but haven't (due to the ticket they left in my mailbox claiming they couldn't) - I don't trust the USPS for anything other than delivering junk mail.

Primary way he describes they do that is intercepting the mail, steaming envelopes to open and replacing the ballots.
Apparently in many places, the ballots have zero protections on them and can be printed by any copy machine - the only safeguard is the special return envelope. So anyone who has 10 minutes with it, can open and replace your vote.

I have a solution. Offer a federal mail in program that states can opt into that pays for it and provides strict procedures and regulations. Not many states sign up, but they can't say he was responsible for the chaos afterwards. And the states that do sign up will have secure votes. That's the solution. There are 100s of ways to cheat. What we are talking about here is a way to help guarantee your mail-in vote was counted, you are checking that there is a record of your ballot. A Detroit Clerk is charged with several felonies for tampering with these records (you don't vote, she makes a mail in ballot, then updates records showing you sent it in.) She was caught becusse there were records.
You mail-in ballot could have been lost, destroyed, burned, in the mail, your going in in person makes that harder to do.
But that doesn't guarantee that a postal worker will not route your ballot to Dem operators who will replace the content of the mail to cast your vote to their side before the postal worker delivers it to the Clerk.
We have the technology to make sure that each person only votes once, that only living people vote, and that they're citizens. People could vote online from the safety of their homes, or even from other countries as long as they were citizens. And we could know the result of the election the very second the last person hit submit.
Heck, if Google started working on it today (and wasn't evil), they could have it good to go well in advance of the election. Infuriating that we're being dragged through the least secure method of voting possible.
No system is 100% fraud proof, but with 2 factor authentication and other security measures, you can be sure 99% of them are genuine. And there won’t be tons of extra votes coming in the mail.
I personally don't trust technology at all to solve the problem. 2 factor authentication is one of the worse types of security unless your talking about giving everyone a physical usb keyfob (which is legit). And banks are pretty secure, but you're also able to see and count your money down to the penny. It's all transactions are fairly transparent, as it has to be else banks themselves would get into quite a lot of legal trouble.
Once you press that vote button though, there would be no virtual way of seeing if your vote actually tallied to what you picked. When it comes to online banking (or anything secure really) transparency is the key to security. But for voting, transparency would allow too many attack vectors. While the opposite, securing and locking up the entire chain would give way for the ability to change votes without people being able to audit it.
Blockchain would be the only real way to guarantee anything but that comes with it's own problems. The security of bitcoin is that its completely transparent and not anonymous. The problem is everyone would have to have a personal electronic identification of some sort tied specifically to this blockchain. As you can imagine, the left isn't going to go for this as it basically constitutes a voter ID.
And if we're going to have voter ID, might as well just vote in person. And have police escort those votes to where they're counted. And have them counted in front of judges. And just forget all the electronic aspect of it.

And if your mail ballot has not been received it's supposed to be cancelled when you check in at the polling station. Since that was not counted and is now void it means the vote you subsequently cast in person is your first (and only) vote. You haven't voted twice. He wasn't encouraging voters to commit fraud, although he was definitely trying to make the left think he was in order to highlight the potential risks.

I'm planning on keeping my mail in ballot and if I can't vote in person, then I am driving to my county election place where I can drop off my mail in ballot myself.
Just gonna point out, if you can vote in person, then take no chances with the mail in ballot. Bring it with you to the voting place and be prepared to fill it out. But if you can vote in person, take it back home with you and burn it.
Also, for me my poll location is different from where I would drop off my mail in ballot. So double check that with your own county/state.

Fox only played the first part of the President's statement where he told people to send in their vote and then go to the polls and vote...Fox omitted the second part of POTUS'S statement where he said to make sure your mail-in ballot had been counted and if it had not been tabulated, then vote in person. Election Day should be a federal holiday with in-person voting, photo ID, paper ballots, and blue/purple finger dye.
Voter registration should be purged annually and re-registration (like your car's license plate) required. Registration should close 2 weeks prior to any election.
No early voting. Everyone votes on election day. With Election Day as a federal holiday, the polls should be open for 24 hours opening and closing at midnight. As a federal holiday, most businesses would close anyway.
Paper ballots should be fill in the circle, feed into scanner by the voter which immediately validates it. Then paper ballot sealed and inserted into ballot box with the voter's finger dyed immediately.
Absentee ballots should be unmarked and brought to any local election office in-person if inside the US and the process certified as above. Outside the US, should be done at US Embassy/consulate, US military post, or similar gov't agency that can preserve the integrity of the ballot.

No system is 100% fraud proof, but with 2 factor authentication and other security measures, you can be sure 99% of them are genuine. And there won’t be tons of extra votes coming in the mail.

I personally don't trust technology at all to solve the problem. 2 factor authentication is one of the worse types of security unless your talking about giving everyone a physical usb keyfob (which is legit). And banks are pretty secure, but you're also able to see and count your money down to the penny. It's all transactions are fairly transparent, as it has to be else banks themselves would get into quite a lot of legal trouble.
Once you press that vote button though, there would be no virtual way of seeing if your vote actually tallied to what you picked. When it comes to online banking (or anything secure really) transparency is the key to security. But for voting, transparency would allow too many attack vectors. While the opposite, securing and locking up the entire chain would give way for the ability to change votes without people being able to audit it.
Blockchain would be the only real way to guarantee anything but that comes with it's own problems. The security of bitcoin is that its completely transparent and not anonymous. The problem is everyone would have to have a personal electronic identification of some sort tied specifically to this blockchain. As you can imagine, the left isn't going to go for this as it basically constitutes a voter ID.
And if we're going to have voter ID, might as well just vote in person. And have police escort those votes to where they're counted. And have them counted in front of judges. And just forget all the electronic aspect of it.

And if your mail ballot has not been received it's supposed to be cancelled when you check in at the polling station. Since that was not counted and is now void it means the vote you subsequently cast in person is your first (and only) vote. You haven't voted twice. That is, of course, assuming the system is working properly, but if it isn't that's not your fault. He wasn't encouraging voters to commit fraud, although he was definitely trying to make the left think he was in order to highlight the potential risks.
I think it depends on the state, as to how exactly they handle it, but yes, they are supposed to prevent voting twice.

There's also the matter of unrequested ballots. What happens if the state sends you one, but it gets delivered to someone else who mails it in (for whatever reason) and then you go to vote in person? You may never intend to commit fraud and may not know another vote had even been cast. If the system isn't prepared for this, a lot of innocent people could become felons. Someone could even "accidentally" deliver a huge pile of ballots to a crony who then mails them in specifically to create this kind of chaos.

See if they will still let you vote.

I saw a segment on Fox News this morning with Sandra Smith and Dana Perino. Fox only played the first part of the President's statement where he told people to send in their vote and then go to the polls and vote...Fox omitted the second part of POTUS'S statement where he said to make sure your mail-in ballot had been counted and if it had not been tabulated, then vote in person. Dana Perino went on a mini rant about it being illegal to vote twice. That's not what the President suggested. Very dishonest.
My vision for federal elections:
Election Day should be a federal holiday with in-person voting, photo ID, paper ballots, and blue/purple finger dye.
Voter registration should be purged annually and re-registration (like your car's license plate) required. Registration should close 2 weeks prior to any election.
No early voting. Everyone votes on election day. With Election Day as a federal holiday, the polls should be open for 24 hours opening and closing at midnight. As a federal holiday, most businesses would close anyway.
Paper ballots should be fill in the circle, feed into scanner by the voter which immediately validates it. Then paper ballot sealed and inserted into ballot box with the voter's finger dyed immediately.
Absentee ballots should be unmarked and brought to any local election office in-person if inside the US and the process certified as above. Outside the US, should be done at US Embassy/consulate, US military post, or similar gov't agency that can preserve the integrity of the ballot.
FYI, some states (like Texas) are still enforcing the rules for absentee voting.
Texas will only send you an absentee ballot if you meet one of the exceptions. The only additional exception this year: age 65+:

Early voting has been extended by Governor Abbott this year. It will begin on 10/13, and end on 10/30. It includes some weekend days, although I don't think it's all of them.
And before someone starts whining about early voting.... in Texas, the procedure for in-person early voting is almost exactly the same as election day voting. You still have to show your ID, and the same systems are used to tabulate votes (in my county, it's an optical scan ballot).
The slight differences:
During early voting, you can vote at any early voting location in your county. They will determine your precinct, and give you the correct ballot. This can be more convenient, as you may be able to vote closer to your job.
The early vote totals are not published, but the Texas SoS does publish the number of early voters (in person, or by mail) in high-population counties. As you can see from this 2016 data, early voting is popular in Texas, and absentee voting is in the single digits:

In my county if you requested an absentee ballot but decide to vote in person (which I want to do) you must bring the absentee ballot with you. (I called and asked.) My husband requested it for me because we are old. But not that old.

Some states also have online sites where you can get verification that your ballot was tabulated.
