This law needs to be nationwide, but not so vague as to let fucking perverts like this guy through.
Kids get put on the sex offender registry for mooning, for sending dirty pictures between each other (teenagers are horny, go figure) or for having sex with their other, teenage girlfriend/boyfriends.
I know a kid who's on the list for life for the first one, mooned some other kids out a car window after they beat them in a school football game. Can literally never get a job again.
So yes, we need laws that exempt "kids will be kids", but definitely worded as such.
