California is burning to the ground; it is practically financially insolvent; your cities have humans defacating on the streets with gangs, illegals, and homelessness; NIMBYs rule everything which makes it impossible to make it in California; and the power is not reliable?

California needs Romeo and Juliet laws. This bill still leaves Romeo & Juliet prosecutions in place, but gives the judge discretion on the sex offender registry. 14 was too low for the age exemption to begin, 16 would be appropriate because some states have universal consent at 16.

California is a mess.
